Assistant Human Resources Director

Starting Salary: $67, 375 per year
FLSA STATUS: Exempt
RESPONSIBILITIES: In concert with the HR Director, develops and ensures the effective and efficient administration of the ROI Human Resources Department in accordance with overall program goals, ROI policy and procedure, and all applicable state, federal, and local laws and regulations. Assist with daily operations of Human Resources related to overall customer service, recruitment, hiring, records management, and data systems/reporting. Effectively respond to the needs of diverse populations of internal and external customers and maintain recognition/incorporation of diversity, equity, and inclusion values and goals. Implement responsibilities and other actions in accordance with ROI’s Core Values and Vision and Mission Statements.
ESSENTIAL DUTIES:
- Oversee and manage the work of the Human Resources Department Assistants.
- Embraces and supports ROI’s philosophies related to diversity, inclusiveness and anti-racism and works to ensure ROI’s commitment to being an anti-racist organization.
- Assists with the recruitment, hiring, and agency orientation of direct care staff, and training provided to all ROI staff. 4. Determine hiring wages for new direct care staff.
- Assists with daily operations: ROI’s employment-related information systems, including personnel information, training information, and relevant reports; benefits administration; and personnel and medical records development and maintenance.
- Review and act on criminal background checks, driving record checks, and Recipient Rights history for all new employees, and as necessary for current employees.
- Assist in the management of organizational compliance related to federal, state, and local laws and regulations, including ADA, Title VII, ADEA, Elliott-Larsen Civil Rights Act, ERISA, COBRA, FMLA, USERRA, FLSA, HIPAA, Michigan’s Payment of Wages and Fringe Benefits Act, Michigan Unemployment Benefits, and Worker’s Compensation.
- Assist with unemployment hearings.
- Maintain professional relationships and act as a liaison with ROI employees, supervisors, Directors, and outside agencies.
- Participates in and conducts in-service training provided by ROI and/or other organizations as is necessary for job skill enhancement or agency enhancement.
- Assists in hiring, directing, and evaluating HR Specialists and Front Office Specialists.
- Leads the Human Resources team to function in support of both individual Program teams and ROI as a whole. 13. Implements ROI’s Personnel Policies within the HR team.
- Assists the HR Director in monitoring annual program budgets as well as revising those budgets throughout the year; assists in ensuring team Programs operate within budget.
- Completes program evaluations as requested.
- Supervises and monitors team activities in an effort to maximize effectiveness of ROI fiscal systems, human resource systems, and clinical systems.
- Supervises and monitors team activities in an effort to maximize overall program stability, certification, and licensure where applicable; this includes appropriate response to all inspections, investigations, and external audits and reviews. 18. Supports the quality enhancement, strategic plan, outcomes plan, and program goals of the greater agency. 19. Maintains the confidentiality of all restricted information, data, and reports.
- Meets the targets for on-site performance expectations
- Completes all other tasks as assigned by the designated HR Director and COO.
QUALIFICATIONS: Associates degree in related field and 3 years experience in related work, bachelor’s degree and SHRM-CP preferred; OR equivalent experience and qualifications as approved by the COO. Prefer experience in HR database management systems specifically UKG. Demonstrated oral, written, training, and team building skills. Excellent communications,

interpersonal, organizational, presentation, management and problem-solving skills. Ability to attend work-related obligations throughout the community.
